    प्रस्तावित 'महान जनविद्रोह' महान जनयुद्धको सर्वहारावर्गीय कार्यादेशलाई पूर्णता दिने संकल्पमा नेपाली वर्गसंघर्षको विकसित रणनीति हो । दश वर्षीय जनयुद्धको जगमा जनआन्दोलन हुँदै स्थापित पुजीवादी गणतन्त्रलाई तत्कालीन रुसको फेब्रुवरी क्रान्तिसरह विश्लेषण गरिने पृष्ठभूमिमा लेनिनको अक्टोबर समाजवादी क्रान्तिका लागि महान् जनविद्रोहको रणनीति निर्धारण गरिएको हो । विकसित अन्तराष्ट्रिय वस्तुस्थितिमा नेपाली जनता, विशेषतः सर्वहारा श्रमिकवर्ग आफ्नो देशको अर्थ–राजनीतिक प्रणालीलाई द्वन्दात्मक भौतिकवादी ढंगले हेर्नु, बुझ्न र बदल्न सक्षम छैन् छैनन् ? आधारभूत प्रश्न यो हो । सक्षम ठहर्छन् भने, सर्वहारा कम्युनिस्टहरु इमान्दार र वैज्ञानिक ठहर्छन् भने महान जनविद्रोहको रणनीतिले विगत जनयुद्धको कार्यादेशलाई पूर्णता दिइने मात्र होइन, एकासथ सामाजवादी क्रान्ति सम्पन्न गर्दछन् । सारतत्वमा यही हो– महान जनविद्रोहको दर्शन । – गोपाल किराती

    The proposed Great People's Uprising is a developed strategy of the Nepali class struggle in the determination to fulfill the proletarian mandate of the Great People's War. Lenin's strategy for the Great Social Uprising for the October Socialist Revolution is set against the backdrop of analyzing the bourgeois republic established on the basis of the ten-year people's war as the February Revolution of Russia. In the developed international situation, are not the Nepali people, especially the proletarian working class, able to see, understand and change the socio-economic system of their country in a dialectical materialistic way? This is the basic question. If they are capable, if the proletarian communists are honest and scientific, if the strategy of the great people's uprising not only fulfills the mandate of the people's war of the past, but also completes the socialist revolution.
